EWR is a capital city... of the County of Essex. NYC is a capital city, of the county of NY, which is part of NYC.

It depends on whether the time & day of departure are flexible. If not, the question is too hard for me [lazy] to answer. If it's fixed, then what is the day?

The city pairs with the longest flight distance and/or highest travel time tend to have travel times and/or distances that vary greatly with the day of departure.

I'd wager that there are some capital cites with once weekly (or similarly infrequent) service to other cites. As such the answer to the question, for any reasonably open interpretation , is probably NP-hard. In addition, by the time the question has been answered (or answered to within several minutes/miles of travel time/distance), schedules will have changed such that the answer has changed.
