The new federal regulations that went into effect a few days ago require the ability to either hold a ticket for 24 hours without payment, or receive a refund within 24 hours as long as you are ticketing more than a week before flight time. I would assume that the travelocity and expedias and the rest would have to do the same, though don't know for sure if they are passing it along or not.
