That isn't inherently a bad thing. If the Bad Guys(TM) decide not to cause mischief because there's an Obvious Police Officer(TM) aboard, doesn't that more or less accomplish the same thing as wrestling the Bad Guys(TM) to the ground once they start causing trouble?
