To OP's original question - supposed to go on any luggage you want, checked and carry-on. I got mine bent before, so as for checked in luggage I protect them by putting them into an outside zipper pocket, while attached with the metal ring to one of those zipper handles.
The luggage tags are in any case only useful in case my luggage got lost and it's easy to see the tag since I can't close the zippers completely with the metal ring attached. They can track the owner by name and membership number - CX even had 3-4 years ago a TV commercial with smiling female CX employee rushing to a pax and returning a forgotten briefcase / laptop bag with the tag attached. As for luggage priority handling, only the paper tags applied by check-in count anyways.

Agree, some of my pure plastic ones broke in the past - not surprisingly when traveling in the US

. It's still possible to slot in new cards by bending them back. It'll be never completely straight and there will be some resistance to get the old card out and a new card in.
My GO renewal last year definitely came with metal casings, but not sure whether they still send it now. As for DM promotion they send it WITH metal casings. And just FYI: When becoming DM, ordering unlimted number of additional luggage straps with metal casings is for free - no money, nor AMs necessary with standard mail to HKG address (not sure about others).
