Amex........they give CC to everyone! And you don't have to deal with the bank. IME they were the easiest to get a card with....which is not saying that you won't get one from a bank. Many non-financial institutions also offer them (like Aeon, department stores, airlines ).....
I recently got my first Amex card through a Groupon promotion where the first year's 12600 yen annual fee was waived.

That promotion has expired, but they seem to run these type of promotions every couple of months.
Not sure how much I'll use it though...my main card is the Delta SkyMiles Citi Gold VISA Card. First year free, plus 5,000 miles on signup.
