TG had tons of C award availability during an OZ blackout period that I flew during, and they fly ICN-HKG-BKK.
Also, OZ's blackout periods for USA-ICN travel are not the same as for ICN-non-USA travel. I flew on OZ ICN-SEA on 26 December of last year (and the C cabin was wide-open), but had to overnight in ICN and fly TG on the ICN-HKG leg.
