You understand incrrectly. While the Rail & Fly web page might appear to suggest this because it only really references departure from Germany, the program is valid for both arrival and departure. The first 'important condition' listed on the progam web page is as follows:
The Rail&Fly ticket is only valid in conjunction with an international Lufthansa flight ticket.
Note the lack of any specificity as to direction of travel. If that were a rule, I would think it would be 'important' enough to be included in the list. I spoke with several Lufthansa agents about this and I have a R&F ticket for next week for the day of my arrival in Germany on a Lufthansa (codeshare) flight.
