The GR tags do not have metal casings. When you became SL, you got metal casings for the SL tags. When you became GO, CX probably assumed that you would not use the SL tags anymore and therefore you could reuse the metal casings. In general, members have two usable tags until they become DMs, when they start to have two additional DM tags each renewal.
