For those interested, I ended up calling Chase and asking them about it. Their reply was that anything returned this month will count towards this year's $30k spending. So I would now have to spend $30,400 this year to get the voucher again, which I wont be doing because of the insanely unreasonable fees and surcharges that you cant avoid because you have to fly on BA metal. ($909 x2, for 2 business class seats JFK-CDG)
