NW agents told me once that NW policy was to cover hotels and meals for PMs regardless of the reason for a delay. Have never had a reason to test with Delta, but if they didn't that would be a major devaluation for PMs and above.
Key part of the reply here is JFK agents. It's been since 2002 that I had to stay overnight due to a "23 hour delay flight" -- may as well have been canceled altogether, but I'm sure it was some technicality in the DOT metrics... Either way, I was not impressed with the accommodations (I think it was a Ramada).
I'd be happy with return cab fare to the city and go from there. Have been pleasantly surprised with Hotel Chandler's last minute rates, even negotiating at the desk with them-- Midtown/Empire State/Murray Hill area so nice part of the island to make the most of a night. Hope I haven't ruined this gem now
