JFK agents have always told me DMs only. Never once did they pay for hotels when I was PM.
NW agents told me once that NW policy was to cover hotels and meals for PMs regardless of the reason for a delay. Have never had a reason to test with Delta, but if they didn't that would be a major devaluation for PMs and above.
