Nope, its within t-72, so they're open to all but you still can't select them online, as they disapear again as soon as you select someone to move into them.
If you select the person who is not listed on the itinerary as literally traveling with the infant yes. Otherwise, it will work just fine.

FWIW, this past summer I had no problem securing two bulkhead seats for my wife and me, immediately after purchasing airfare via ba.com and we were lowly Blues at the time. This was about 10 weeks before departure. As our little one was in the system as traveling on my lap, I was the only one who could reserve a seat w/cot. If my wife was selected in MMB, the cot seats immediately disappeared, although the bulkhead ones remained available.
