It all has to do with whether or not CO thinks they can sell the tickets, as to why they are holding back FC seats.

It's all part of revenue management, and nobody at CO will tell you those specifics.

It has nothing to do with the integration. But it could've had to do with weather, as CO doesn't upgrade folks as often when bad weather hits, since they need to room to move displaced passengers.
