My vote would be for FCO - as chaotic as it is, it's still better than CDG. Connections between terminals at FCO are easier than CDG as it's all in one building, and you're much less likely to get a bus gate as well.
CDG is also more likely to get delayed, simply because they have more flights and have worse weather.
