I am somewhat concerned about the responses here regarding the OP question about interlining bags from SQ to Silk. People are all saying that of course they should be able to do it, but no one has experience in this or has cited anything specific about an interline agreement in this situation. Yes, Silk is owned and an affiliate of SQ, but in another sense Silk is a budget carrier and one generally cannot interline with a budget carrier.
MI or Silk Air is not a budget carrier, its a regional airline of SQ., it offers business class, miles can be accrued for SQ KF when flying on qualified booking class. Tiger Airways which is partly owned by SQ is their budget airline and housed at the "warehouse" type budget terminal so to speak and therefore cannot interlined with any airlines. My bags has been interlined several times with MI from an SQ flight or vice versa if it needs more assurance.

Delhi on the other hand doesn't need transit visa if ur continuing to another country on the same airline , in this case Air India.Done that, 3 months ago from SIN to KTM via DEL on Jet Airways.
