This is not correct, IME, as both my wife (when non-status, now GM) and my younger son (non-status) have traveled independently and received these benefits.
Perhaps the rules have recently changed. Delta website says

"Benefit is limited to Basic Cardmembers (not Additional Cardmembers) with the Gold, Platinum or Reserve Delta SkyMiles Credit Cards"
