No, it does not mean that. What it means that it is not possible to select a seat yourself on ba.com but it's possible to do this over the phone. You just need a BA created PNR for the BA operated flight which you should be able to see in MMB if you provide your BAEC number. In my experience the seat is assigned autiomatically once the # is in (however, it won't show in the AA PNR).
