I would get 2x23kg luggage on the SFO--HKG leg, but since I was buying the HKG--MNL leg, I would only be entitled to 30KG of baggage.

Qustions: Since my luggage would be checked through all the way to MNL, do you think they would have a chance to reweigh it for the HKG--MNL leg?

Do you think the SFO check in desk would make note of the lesser allowed baggage? for the second leg?

for both questions, I dont think they would even take notice of it.

also, for the return trip, the bags would be mostly empty.
I'd say you have nothing to worry about, separate ticket or not. Bags will not be reweighed in HKG
