Under IATA Baggage Resolution 302, MSC has the ultimate say of baggage allowance:

Furthermore, under US DOT Order 2009-9-20, which establish the U.S. exception, specify the final destination rule applies.

In other word, chanp will be allowed for 2 pieces of baggage up to 23 kg each.
