It certainly is NOT an IATA policy !

As long as you issue seperate tickets, you are not entitled to the baggage allowance on your transpacific flight. It is of course up to the individual airline to either honor or reject the request for the PC system when you're only entitled the weight system.

If you're travelling on one carrier, its easier for CX to check through to CX. So for the OP, you shouldn't have a problem.

Again, there is no IATA rule when you're on seperate tickets. You may show your onward connecting flight on JL to SFO when you check in at DEL. You can only HOPE that CX will honor the PC system. But if they don't they are within their right to do so as you are not ticketed on ONE ticket.
