Just to complement what B747-437B wrote, it is in principle possible for an 'indigent' EU national other than a Romanian or Bulgarian to be expelled: an EU national with no entitlement to free movement in the UK (i.e. someone with no economic activity and who is a 'burden on the social assistance system' of the host state) can be expelled (these would be the mythical benefit tourists so dear so a certain section of the British press and of the political class). It is just that, save a few Romanians/Bulgarians, there is in practice barely anyone in that category.
