Note that Slide 26 is labeled "End of Phase 1." So I presume that the long range plan is for there to be a Phase 2. My guess is that the airport authority is retaining the concept from the previous master plan of eventually having a satellite North Concourse connected to the terminal by an underground train. (Which is also implied by the fact that the slides all label the new concourse the South Concourse.)
I like how this new plan retains most of the existing spokes until the need arises to build that North Concourse. As Slide 27 shows, it provides a lot more flexibility for unpredictable future events than the old master plan did.
Based on what I read in the newspaper articles, I think that the intention by the end of Phase 1 is for Delta to have all of the gates in the South Concourse and for all the other airlines to have the gates in the spokes. Regional jets will be able to use all of the gates. There will be no more walking outside.
