My GF and I stayed in a half dozen places in Cartagena. Spa resorts are virtually non-existent in the city, but exist in limited supply in Islas del Rosario. In Cartagena, La Passion is, by far, our favorite.

As for Bogota, we stayed in the Candelaria neighborhood. No resort options there.
