Not a staff member but I can imagine it's health and safety.
Remember that there aren't only people but also vehicles and cones are more easily spotted in poor visibility / darkness.
I also often see them at the ends of the wings. That probably also has to do with height clearance for vehicles maneuvering around the aircraft.
