I can't speak for any of the other countries on your list but Australia does allow wholly foreign owned airlines to fly domestically. Tiger airlines Australia, for example, is a subsidiary 100% owned by it's Singapore parent. Virgin Blue (now Virgin Australia) was foreign owned when it was originally established although it is now majority Australian owned.
