Checked baggage allowance policy

Hi there
We've booked 2 reward tickets as follows:
YVR-HKG-Air Canada, then HKG-SIN -Singapore Air
BKK-HKG-Thai Airways, then HKG-YVR-Air Canada
I understand that on the way to Singapore we only allow 1 checked bag each (23Kg) as is Air Canada's policy.
When I called Thai Airways to get seat assignments for my return flight, I asked about the checked baggage allowance. The Thai Airways agent advised me that since Air Canada stated on the ticket that only 1 bag is allowed-that's what they will abide by even though their allowance is 2 bags for economy class.
Has anyone here ever have experience this type of itinerary before and what was the outcome. I realize we'll probably be taking a chance if we showed up with 2 bags each. But what would be your advice?
