Not sure, though id imagine the Israeli system has some sort of statistical formula to calculate risk...

Profiling based on membership to a protected class (race, gender, veteran's status) is legally considered discrimination. Making a determination about how much risk might be associated with a traveler based upon say his travel history and how many bags he checked.... thats not discriminaton.

Of course the exception is if there is specific intelligence. Courts have upheld that for decades... ie if specific, articulatable intelligence says theres going to be 3 hispanic males who are going to smuggle xxxxxxx on xxxx day, then you could legally pull hispanic males for secondary on that day.
