I suspect they've just assumed/hoped that to be the case like the rest of us. There does not appear to be any confirmation on the actual Lloyds application link via Avios.com. The only reference to the bonus is:

Customers who apply through Avios and are accepted for the Lloyds TSB Premier Duo Avios Credit Card Account before 28 February 2012 will be eligible for the bonus Avios points on eligible spend on their Lloyds TSB Premier Duo Avios American Express Card made within three months of the account opening (the Qualifying period).

Eligible spend on the Duo Avios American Express card during the Qualifying period will collect 12.5 Avios points per £1.

This COULD mean the the offer is 12.5 for all spend during the bonus period, which overrides the 2x for overseas spend. Or not...
