I'll defend the idea of going through trouble to make it special, but only if I am still convinced it will actually be special.
You know your girlfriend and yourself better than anyone on this forum. If your idea sounds like it is something you want to have as a memory, and it is something you think your future wife will love to have as a memory, then do it.
I realize some people might want to go back to the site where they got engaged on occasion, but that doesn't have to fit for everyone. My husband proposed while we were at the restaurant on top of the Harbour Grand Hotel in Hong Kong. (it was pretty empty at the time, and he didn't make any gestures to indicate he was proposing, so it didn't draw any public attention...) I might not ever make it back to Hong Kong, but I love how he proposed. I suspect that if you guys are close enough to propose to her, and you know her well enough to think that this will be the perfect setting, then it will be the perfect setting for your proposal.
