The WAITLIST portion only shows those who are checked-in and waitlisted. The UPGRADED portion shows everyone upgraded, regardless of whether they are checked-in or not.
This is why I posted upthread that the usefulness is questionable... it's really only accurate as a true waitlist within an hour or so of departure once everyone has checked-in. By then, you're probably already at the gate and can see the waitlist regardless of check-in.
