Is this common, that there are waitlisted customers who don't get upgraded even while there are open seats? Is it usually a case of a no-show or something like that, or would it happen for other reasons?
Two other reasons I can think of for any seat to go un-sat-upon: seat is broken, seat required for crew rest.
