He can try. There has been language with some Explorer cards T&C stating that one will only be awarded one mileage bonus if applying for both cards (One Pass & Explorer) but there has already been one report of this not happening and the applicant receiving, somehow, mileage for both cards. Of course, if applying for and getting both cards, you may want to confirm the bonus(es) with a CSR afterwards!
