AC doesn't usually market Tango fares in markets that lack competition who offer no frequent flyer program. So domestic routes competing with Westjet/Porter may lack Tango fares, but most transborder routes will lack Tango fares. It has absolutely nothing to do with general fare bucket availability.
Also, I know it's off topic but which Airport is nicer to fly from if you're *G, EWR or LGA? Lounge, priority security, business check in, etc.
