You can see a breakdown of taxes and fees on ba.com by clicking on the icon located near the taxes and fees total. Why don't you do that, and then report back as to whether a fuel surcharge is being assessed?
I can't recall the date i typed in to get the $240 taxes, but on the $140 tax tix it seems the Dominican Republic just charges a lot of gov/airport taxes, yet no YQ (whew):
