Agreed - AFAIK, and that's since 2006, there wasn't ever any additional tier. If anything, perhaps base level was referred to occasionally as "Bronze" in the same way as, for example, Skywards call their base level "Blue".
Note that "Etihad Guest Bronze" returns zero Google search results, whereas "Etihad Guest Silver" and "Etihad Guest Gold" return 5070 and 38,900 respectively. If it's not on the internet it doesn't exist, of course
Luggage benefits have always applied for basic members, hence maybe the confusion. This is still there. There is no missing tier - it's now Basic, Silver, Gold and Gold Elite.
btw, QR don't have a Bronze. They have Basic, Burgundy, Silver and Gold.
