While it is "on"/near the lake, most rooms have a view of the industrial office area or the railway station. Access from Geneva should be great as the hotel is right next to the large railway station.
The hotel is not in the Old town, but is a 5-10 minute walk from there. In any other town I would try to stay in the old town where everything is happening, but from some reason hotels in Luzern are very expensive and as a whole a lot of them have quite low standards. I have tried many hotels but this is one of the best that is still a bit affordable.
If you can get the Radisson on points its a great deal, but they often ask over 300chf per night which is a to much. I usually go to Luzern on business and then the hotel is perfect, for a vacation I'd try to look at other "old town" hotels first but the Radisson is still a fine hotel.
