You could of course argue that UA effectively allow anyone to purchase SWUs, regardless of status even. Just take a look on eBay, you can always pick up 2 SWUs (sorry a white envelope) for about $600 USD. I somehow like the fact that this kind of selling is not a part of the AC program..
