I haven't flown SQ ex-BKK in about 2 years but at that time they were issuing Fast Track passes upon checkin for C pax. Not sure if *G alone would be sufficient (not that you'd be relying upon it).

Lines can be long but even that's spotty. Hit immigration at the wrong time and you'll be waiting upwards of 30 min. Other times you'll be through in 10 min or less.
