I suppose it depends if the MVNO has a different MCC/MNC (mobile country/network code) pair than the underlying cellular network: the MCC/MNC is what phone are SIM locked to. T-mobile USA's code is 310-260: 310 is the MCC for the US, and 260 is T-mobile's MNC within the US.

If the MVNO sells the phone with an official T-mobile SIM, it seems that the phone is locked to 310-260 and should work with any other T-mobile SIM.
