To my knowledge, CBP don't have powers of arrest at pre-clerance facilities and can only detain to refer to local law enforcement. That makes apprehending criminals at the border even more difficult becuause it would require extradition. It's a pretty interesting legal situation, which I doubt is worth it to the authorities on either side of the atlantic.
Just admit the persons and arrest them when they arrive in the U.S. I've seen that done on precleared flights from YVR landing at SEA.
