Not certain if you are decrying the paucity of airports capable of handling "commercial traffic" or the lack of scheduled flights to destinations near Muskoka.
As
B1 mentioned, Muskoka Airport (6000 ft paved runway) is no cow pasture. While not an AC/Bearskin/AirOntario destination compares favourably with such as Buttonville (3900 ft) and Toronto City Centre (4000 ft).
If you're looking for a place to land, it's there; if you're looking for a scheduled flight, it gets tougher.
How many passengers are going to Muskoka? Cessna'd my kids from Brampton to Emsdale International (grass strip about 18 miles north of Huntsville) for a day of waterskiing a few years back. The ticket was less than $300 -- it helped that the pilot was my niece who was in those days teaching for Brampton Flying Club.
