I don't think this is a new requirement from Barclays. It's been their policy for many years. My wife applied a few years ago for a card and I had to send in a photocopy of her passport. This happened again last year when she applied for their Spirit Airlines card.
I got the US Airways card back in October. I'm a non-resident and was never asked to produce any paperwork. I wonder what would happen when I apply for another Barclays card.
