I'm not sure about that, because VS is a airline whose fortunes are heavily tied up with LHR functioning as well. And reading the AAIB report, it seemed like the suggestion to consider an alternate came from VS, not BAA (as I recalled that it had).

I'm not sure if it's routine for the ODM to request that though, but their job is to keep the airport moving, so I can see why it is their responsibility.
