Don't know about the 747's but on the 763's this is absolutely not the case. The row immediately behind the last exit row which is designated as EC, does not have any extra space but the exit row definitely has extra recline so the first row behind EC has the possibility of being one of the worst seats on the plane if the person in front chooses to use his full recline.
It may vary by model, but I can report that the 772s also very clearly do NOT have extra legroom in the row behind EC. (I measured it using the card from the seatback pocket.)
