I suppose what I was getting at was that the general risk is greater at the x-ray, because the phone could be "liberated" from the bin/bag. And even locked phones can be accessed, given tools and time. (Although it'd be more likely that the 'phone liberator' would simply wipe the phone and use it themselves or sell it for cash.)
