The demand for air travel between Taiwan and China far out strip supply of direct flights so HK still plays an important transit role. HK is also a top tourist destination ex-Taiwan for weekend trips and group tours so the 'natural' demand is quite high even if you disregard the transit traffic. And as coolfish already mentioned, the change is primarily being pushed from the HK side to allow Hong Kong Airline a piece of the golden pie.
