Could it be that the person your referring to may have a club membership? many companions have club passes and they are entitled to use the lounge even on employee travel. Just not in uniform. Maybe they were on a mix of reward and NRSA travel? Like many others have said its not the end of the world. Hell they could be someones guest in there. I have been a NRSA out of uniform in the lounges with Paid/Members.
