Even if this isn't the case there should be a procedure at ALL airports on how luggage is loaded and unloaded correctly so that yellow tags come out first. I'm sure DL has a procedure in place, and I think the commitment to provide this process is sincere, I just think it isn't being monitored to ensure compliance. That's why it's important for us to report problems - hopefully DL will follow-up with the airports involved to improve things.
Somewhat OT - a few years ago, I flew an AS/DL codeshare operated by AS. Waited 2 hours for my bags - this was shortly after AS fired its handlers and outsourced the job to McKinzie (sp?). It was such a mess at baggage claim that some bags had been sitting for four days. I never flew AS again until a few months ago (DL gave up NW slots in KOA, so AS was only option). AS now commits to providing bags in 20 minutes or else you get a cert for $ off or miles.
I don't pay to check bags anyway (status) - I carry on to avoid long waits for my bags at my destination. Getting my bags quickly is huge for me, and I am much more likely to check if I know I won't be waiting forever.
