I was always under the impression it was in a separate hold on bigger planes as well. Even if this isn't the case there should be a procedure at ALL airports on how luggage is loaded and unloaded correctly so that yellow tags come out first. Usually for me 5 to 10 minutes extra waiting time isn't a huge deal, but I don't check bags often and it would add up fast if I was in a position where I checking bags weekly.
