... when are codeshares allowed, and why do they show up on the interactive tool.

I think you're mistakenly adding the word "Explorer" when you mention the "Oneworld Interactive Network Map." That map shows all Oneworld routes (in fact, from time to time more than all

) not just those eligible using the Oneworld Explorer RTW product.
The TN and Alaska codeshare flights (and others on non-OW members' metal) are shown because those carriers and routes
are available using other products, in particular the
Global Explorer, the mileage-based RTW product. For example, using the GlobEx you can fly on Lan to Tahiti, then on to Oz/NZ using the Qantas codeshare on TN; similarly you can use Alaska Airlines in the western US if the flight carries an AA code (which many do.)
But using the mileage-unlimited Oneworld Explorer, you can only use OW member metal. The map tool shows both.
